In the airport you will find many bus counters (never mind taxies) where you can buy tickets to take you right to the bus terminal in santiago, where buses to Viña del Mar get. Tourbus
Edit ThisIf you are already in Santiago, you can take the metro to the station called "Universidad de Santiago." Taking the south exit will lead you directly to the Tourbus (not a tour, just a bus!) kiosks, where you can buy a ticket to get to the city for about 5,000 pesos.
