All major international car rental companies offer their services in Canada as well. Because of the vast expanse of Canada, it is highly recommended, to rent a car. Otherwise you would restrict yourself in what you can see and explore. Even if you are coming to Canada to hike in the National Parks around Banff for example, a rental car gives you more options, as the trailheads may be 50 to 100 miles away from your accommodation. Only if you plan to explore just some big cities like Vancouver, Toronto or Montreal for example, you don't need a rental car there. Those cities have a great public transit service.
