Edit This..it's located right in the center of the city, on the Kirov Square (Ploshchad' Keerova). Cross-streets: Lenin Str and Karl Marks Str. As I mentioned, I don't remember the name of the place, but the guy in charge is known as Matrix. Mention either him, or just say "Internet Club??" to 3 people 14 to 24 y.o. and you'll get your directions.
