Scheveningen originally began as fishing port and in the harbour you will still find modern fish trawlers, the harbour itself is very nice to visit with plenty of restaurants and bars. Beach area varies from crowded for the young and hip [north of harbour] to more family oriented [south of harbour] Along the beach there is a boulevard which stretches from the harbour to north of the Pier with a lot of restuarants, bars etc. Scheveningen itself is a mix of small town [even though it is surrounded by The Hague] and international feeling [high number of expats]. Scheveningen used to be a separate community but has been formally a part of the community of The Hague for many years now.
