Palmas is the way it is because it is owned and managed by the families of two sons of the late centralista and sugar industry leader, Dr. Antonio A. Lizares. A scion of the Lizares family of Talisay City (the family ancestral home, Balay ni Tana Dicang in Talisay was built in the 1880s and is the best preserved heritage home in the province), Dr. Lizares founded what is now the University of Negros Occidental - Recoletos, was at one time a governor of the province, and was well known as a civic leader and philanthropist.

The resort structures reflect the rambling Spanish architecture of the Lizares Rodriguez Mansion, which was built after the war to be the residence of Dr. Lizares and his wife Carmen. Palmas is part of a family legacy that includes several residential and commercial subdivisions, Bacolod Convention Plaza (now the Luxur Plaza Hotel), the old Bacolod airport, the diocesan seminary and Sacred Heart Shrine, San Antonio Abad Church, the Neg. Occ. Girl Scouts headquarters, St. Vincent's Home for the Aged, Bacolod Police Headquarters, Bacolod South Public Market, and a number of public elementary and secondary schools as well as a college.
