It's possible to drive from Shimla or Chandigarh or t he trip from Delhi will take 11 - 12 hours. You can easily rent a car in Delhi starting from Rs. 7000-9000. depending upon the car and company.
By Rail
You can get to the Kangra Valley directly from Delhi is by over-night train (the trip is almost 11-12 hours long).

Edit ThisIt is possible to fly from Delhi to Kangra if need be. It's considerably faster than bus, car, or rail, but, it's also considerably more expensive. If memory serves, the flight is under 2hours. They don't fly everyday, so be sure to check the schedules. Actually, it (Kangra) used to be a part of nepal in the 17th century.
