Banak Shol Hotel has become the most popular abode in Lhasa with a charming Tibetan-style court-yard, a free laundry service, bicycles for rent and a very good information board. Dorms cost from 25 to 30 yuan per bed, and a double with attached bathroom costs 160 yuan

Dhood Gu Hotel

Probably one of the best hotels in Lhasa.  Nepali-run and owned, not a Chinese gov't hotel.  Clean with attached bathrooms and showers.  Staff is very friendly and restaurant has clean, visible kitchen with good nepali, tibetan, and foreign foods.  Highly recommended!

Also, some top floor rooms have a perfect view of the Potala.
