Kuwait City is a major city, not a tourist town, despite the fact that it draws its fair share of visitors and tourists each year. As such, staying on a budget during your time in Kuwait City is mostly about making smart choices and avoiding the urge to splurge, no matter how appealing it may seem.
Getting Around
Kuwait City is one of the safest cities in the Middle East, so if you are capable, the easiest way to get around is on foot. While you can walk around a fair amount of the city, you will probably need another form of transport at some point. The bus system in Kuwait City is workable, but rather spartan, and so if you are not an experienced traveler it might be best to allow yourself to spend a little extra money here and get a taxi. Meters are quite typically ignored in Kuwait City, however, so make sure you negotiate a fare before you get into the taxi.
What to Do
If you're on a budget, it is important to stay away from pricey malls and other tourist traps. One way to make it easier to keep the cost of a trip to Kuwait City down is to come during the winter; the over-bearing heat of the summer makes it hard to resist air-conditioned spaces or expensive cocktails. If you are there during the summer, the Aqua Park, which is located near the Kuwait Towers, is a reasonably priced way to cool down and have some fun. If you're looking for shopping, steer clear of western-style malls and visit the traditional markets like the Souk Al Mubarakiya.
Eating Out
One of the advantages of big cities is the wide variety of restaurants. Persistence and a little bit of will power should keep you from overspending on any of your meals. Keep an eye out for local hole-in-the-walls that are busy with locals, and if it comes down to it, don't be afraid to eat fast food. It may not be what you came to the Middle East for, but a couple of cheap meals can go a long way towards cutting down a budget. If you're going to give yourself a splurge meal, combine sightseeing with fine dining and eat at the restaurant inside the Kuwait Towers.
