There is a great internet cafe in the main movie theater. High speed and last time I was there is was about 1200T per hour (about a dollar).

There is also one on the main north/south street up the hill and east of the Sky Department store. Walk north of the Sky Department store and turn right at the first main street. Go up the hill and when you hit the next main street, cross the street and walk south. It's a little internet cafe with about six cement stairs leading up to it. It is high speed and also about 1200T per hour.

Oasis

When the weather is warm this is the best WiFi spot in town.  The popular Oasis nightclub open their terrace outside and there is free WiFi throughout.  A secluded terrace with comfy seats, open late into the night with overhead heaters to cut out the night chill. Top chill out tunes and great food including outside grill and pizza oven.

Internet UB Deli

This place is located on Seoul Street underneath the UB Delicatessen Restaurant.  It's 800 per hour and has a pretty reliable service.  There is also free WiFi in the restaurant upstairs, which serves great pizza and sandwiches!

The best espresso based drink serving place is located south of The State Department Store (3 minute walk). There you can enjoy all kinds of coffee (even cappuccinos and lattes with design on them) and sandwiches of your own choice.

And it is the best place to have breakfast in town.
