It is possible to hire a driver and car (usually late model Audi, BMW or Mercedes) through a local contact.  Most businesses will have a number of drivers on their books (or in reality in their mobile phones) that they will recommend to you.

You should expect to pay up to USD100 per day, but it is negotiable - a two day trip to Yssyk-Kul for 3 people worked out at USD160 including driver's food, accomodation and fuel.

Don't expect the driver to speak any languages other than Kyrgyz and Russian, so if you aren't comfortable either plan well or take an interpreter for about USD50 per day.
