It is situated in the Malanje province. This is one of the dams in the Kwanza river, the biggest river of Angola. From Malanje you drive to Cacuso and then enter to the left. 50km on a good track you pass the famous "Pedras Negras" and another 30km to Capanda.
Unfortunately you cannot enter the area to visit the dam. The Angolan police and military are still too much afraid of all foreigners. Even showing some public pictures from Google Earth could not convince the police officer at the entrance gate that they cannot hide the dam. It will change the day the road is ready and when they figure out that they can make money with guided tours...
